California law aims to protect minors from social media addiction – NBC Los Angeles

California will make it illegal for social media platforms to knowingly provide addictive feeds to children without parental consent beginning in 2027 under a new law Democratic Gov. Gavin Newsom signed Friday.
California follows New York state, which passed a law earlier this year allowing parents to block their kids from getting social media posts suggested by a platform’s algorithm. Utah has passed laws in recent years aimed at limiting children’s access to social media, but they have faced challenges in court.
The California law will take effect in a state home to some of the largest technology companies in the world. Similar proposals have failed to pass in recent years, but Newsom signed a first-in-the-nation law in 2022 barring online platforms from using users’ personal information in ways that could harm children. It is part of a growing push in states across the country to try to address the impacts of social media on the well-being of children.
“Every parent knows the harm social media addiction can inflict on their children — isolation from human contact, stress and anxiety, and endless hours wasted late into the night,” Newsom said in a statement. “With this bill, California is helping protect children and teenagers from purposely designed features that feed these destructive habits.”
The law bans platforms from sending notifications without permission from parents to minors between 12 a.m. and 6 a.m., and between 8 a.m. and 3 p.m. on weekdays from September through May, when children are typically in school. The legislation also makes platforms set children’s accounts to private by default.
Opponents of the legislation say it could inadvertently prevent adults from accessing content if they cannot verify their age. Some argue it would threaten online privacy by making platforms collect more information on users.
The law defines an “addictive feed” as a website or app “in which multiple pieces of media generated or shared by users are, either concurrently or sequentially, recommended, selected, or prioritized for display to a user based, in whole or in part, on information provided by the user, or otherwise associated with the user or the user’s device,” with some exceptions.
The subject garnered renewed attention in June when U.S. Surgeon General Vivek Murthy called on Congress to require warning labels on social media platforms and their impacts on young people. Attorneys general in 42 states endorsed the plan in a letter sent to Congress last week.
State Sen. Nancy Skinner, a Democrat representing Berkeley who authored the California law, said after lawmakers approved the bill last month that “social media companies have designed their platforms to addict users, especially our kids.”
“With the passage of SB 976, the California Legislature has sent a clear message: When social media companies won’t act, it’s our responsibility to protect our kids,” she said in a statement.

Armed man arrested outside SoCal Trump rally – NBC Los Angeles

A Las Vegas man was arrested Saturday for illegally possessing a pair of firearms near Donald Trump’s rally in Coachella, the Riverside County Sheriff’s Department said.
Law enforcement said deputies assigned to the former president’s rally contact a driver in an SUV at a checkpoint near the intersection of Avenue 52 and Celebration Drive. There, officials found that the man was illegally in possession of a handgun, a shotgun and a high-capacity magazine.
That man, who was later identified as 49-year-old Vem Miller, was taken into custody at the John J. Benoit Detention Center.
“This incident did not impact the safety of former President Trump or attendees of the event,” the sheriff’s department said.
No injuries or shots fired were reported in connection with the incident.
Riverside County Sheriff Chad Bianco said Miller was traveling in an unregistered vehicle and had multiple passports and identification cards with various names on them. He added that the suspect claimed he was a journalist and was granted VIP access to the rally.
Additionally, Miller identified himself as a sovereign citizen.
In a statement, Secret Service Spokeswoman Soraya Sutherlin said the agency is aware of the incident.
The U.S. Secret Service is aware of the Riverside County Sheriff’s Office arrest Saturday. The incident did not impact protective operations. The Secret Service extends its gratitude to the deputies and local partners who assisted in safeguarding last night’s events
The arrest comes after two thwarted assassination attempts on the former president. In July, shots were fired during a rally for Trump in Butler, Pennsylvania, where one spectator was killed. In September, a man was arrested after he allegedly planned to kill the presidential candidate while he was at his golf course in Florida.

Anaheim police receive $75K grant for child safety seats – NBC Los Angeles

The Anaheim Police Department announced it received a nearly $75,000 grant from the California Office of Traffic Safety to support its efforts in educating parents and caregivers about the importance of child safety seats.
“We are thrilled to receive this grant to support our child safety seat education program,” said Anaheim police Sgt. Bryan Devor. “Proper use of child car seats can dramatically reduce the risk of injury or death in a crash. With this funding, we can provide hands-on training, resources and support so that every family has the knowledge and tools to keep their children safe”
Grant funds will be used for a variety of community outreach events, education classes, distribution of child safety seats, and training on the installation and use of child safety seats. The car seat safety program includes:
- Child safety seat inspection events and education classes;
- Child Passenger Safety Technician (CPST) training and recertification courses;
- Child safety seats at no-cost for families in need; and
- Partnering with local organizations on car seat safety community outreach efforts in underserved communities.
Funding for the program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety. The grant program runs through September 2025.
