CA bill that would ban cellphones in schools heading to Newsom – NBC Los Angeles
All students attending public schools in California may be prohibited from using their cellphones within the next couple of years under a bill that passed by the state legislature.
Assembly Bill 3216, also known as the Phone-Free Schools Act, requires school districts to come up with and adopt a policy no later than July 1, 2026 to limit or ban the use of smartphones by students during the school day.
Governor Gavin Newsom, who has previously spoken in favor of limiting cellphone use by students, is expected to sign the bill.
A couple of weeks ago, Newsom sent letters to school districts, urging them to restrict students’ use of smartphones on campus.
“Every classroom should be a place of focus, learning, and growth,” Newsom said in his letter. “Working together, educators, administrators, and parents can create an environment where students are fully engaged in their education, free from the distractions on the phones and pressures of social media.”
Newsom had also signed a law in 2019 granting districts the authority to regulate student smartphone access during school hours.
Once the governor signs the bill into law, California would become the fifth state in the country with a cellphone use ban.
Under AB 3216, introduced by Republican Assemblymember Josh Hoover of Folsom, students would be required to put their phones in a sealed pouch or lockers during school hours with the exceptions of medical needs or an emergency. Students may have access to their phones if permitted by school officials.
Opponents of the proposal had argued that cellphone bans, which are already in place at many schools, are not always enforced, and students often find ways to bend the rules, like hiding phones on their laps. Some parents have expressed concerns that bans could cut them off from their kids if there is an emergency.

Matthew Boyd outdueled Landon Knack over five scoreless innings, Andrés Giménez hit a two-run homer in the sixth and the Cleveland Guardians beat the Los Angeles Dodgers 3-1 on Friday night in a matchup of division leaders.
The NL West-leading Dodgers managed just two baserunners through five innings. Mookie Betts doubled in the first when Boyd hit Teoscar Hernández in the left foot.
Shohei Ohtani went deep in bottom of the sixth for his 45th home run and 100th RBI of the season that left the Dodgers trailing 2-1.
The Dodgers loaded the bases with one out in the eighth. Ohtani singled, Betts doubled and Freddie Freeman was intentionally walked by reliever Hunter Gaddis. Chris Taylor, who had replaced Hernández, grounded into a double play to end the threat.
Boyd (2-1) allowed one run and three hits in six innings. The left-hander struck out six and walked none.
Emmanuel Clase retired the side in the ninth to earn his 42nd save.

Los Angeles is getting a new area code – NBC Los Angeles
New phone service customers within the 213 and 323 area code region of Los Angeles may be assigned to the new 738 area code, Spectrum announced Friday.
The affected neighborhoods include downtown Los Angeles, Alhambra, Bell, Bell Gardens, Beverly Hills, Commerce, Cudahy, Glendale, Hawthorne, Huntington Park, Inglewood, Lynwood, Maywood, Montebello, Monterey Park, Pasadena, Rosemead, South Gate, South Pasadena, Vernon, West Hollywood, and unincorporated portions of Los Angeles County, according to the company.
“The new 738 area code will serve the same geographic area currently served by the 213 and 323 area codes,” Spectrum said on its website.
Those with the new area code will still have to dial 1 and 10 digits when making all local calls, including the 738 numbers.
Those with the existing phone services in the 213 and 323 areas will not be affected as the price of a call, coverage area and other rates and services will remain the same, according to Spectrum.
